No you really don't have to completely reset the moonphase every 3 years....it is just going to be off by a day or so. You just need to make a simple adjustment with the corrector.
The easiest way I've found to set the moonphase collectly is to set it at the full moon. You can find moonphase calendars online for example:

This month 11/2014, the full moon occurs on 6th. So you just adjust the moonphase to full using the corrector and set the date to the sixth using the crown. Be aware that with some movements you shouldn't set the moonphase during particular times of the day, the owner's handbook will have information on this important detail if necessary.
